Recently, the HCPC has unveiled a series of significant updates regarding its English language proficiency requirements for international applicants. What’s Changing?
The updated English language requirements made the following radical changes for those International Healthcare professionals applying for HCPC registration:
No More Self-Declaration
From 29 January 2025, international applicants will no longer be able to declare English as their first language themselves to meet HCPC’s requirements. This ensures a uniform approach to evaluating language proficiency.
Introduction of a Qualifying Countries List
Candidates who have completed their basic qualification in a country that has been added to the qualifying countries list can use this as evidence of their ability in English. The list is intended to make things easier for professionals trained in countries where English is the first language of instruction.

The Required Language Tests for Others
Applicants who do not qualify in the qualifying countries list should demonstrate their English language proficiency through one of the approved tests. These are:
- International English Language Testing System
- Test of English as a Foreign Language
- Occupational English Test
While the HCPC has recognized some test providers, others may still be eligible for accreditation until March 2025.
Key Dates to Remember
Applications submitted prior to 29 January 2025 will be dealt with as per the old rules.
Starting 00:01 GMT, 29 January 2025, applications will be treated under the new requirements.
What is the Qualifying Countries List?
The qualifying countries list identifies the countries where healthcare professionals can use their primary qualifications to prove their proficiency in English. This facilitates the process for the applicants from these countries, saving time and effort. The list of countries covered will be posted on the HCPC website soon. Applicants must check the list to confirm their eligibility.
